The article substantiates the concept of a unified digital ecosystem of the legislative process in the bicameral Oliy Majlis of the Republic of Uzbekistan, understood as the end-to-end electronic environment covering the life cycle of a draft law from legislative initiative through examination in the Legislative Chamber and approval by the Senate to promulgation and publication. Based on the constitutional laws on the chambers of the Oliy Majlis, the Law on Normative Legal Acts and the acts establishing the unified electronic system of norm-drafting, the author identifies the points at which the digital continuity of the legislative cycle is currently interrupted, above all at the inter-chamber stage and at the interface between governmental drafting systems and parliamentary procedures. Comparative material on the United States Congress, the European Union inter-institutional document exchange, the German Bundestag and Bundesrat and the Federal Assembly of Russia is used to formulate architectural and legal principles of the ecosystem: single authentic electronic text, procedural event logging, interoperability standards and open parliamentary data by default. Proposals are made on amendments to the standing orders of the chambers and on a statutory list of open parliamentary data.
