This study examines the legal politics of tourism village management in Bali through a customary-law-based agreement model. Its urgency lies in the distinctive character of tourism village management, which depends on the socio-cultural and natural potential of each customary village. Using empirical legal research with statutory, conceptual, and socio-legal approaches, the study analyses Desa Adat Penglipuran, Desa Adat Tenganan Pegringsingan, and Desa Adat Sangeh through the theory of culturally meaningful law. The findings show that Penglipuran shifted from a government cooperation agreement toward a village-owned business entity (BUPDA), Tenganan Pegringsingan applies an independent, tradition-based system, and Sangeh moves from state-dominated management toward customary empowerment through BUPDA.
